[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide employee benefits consultant services for medical, Rx, dental, vision, flexible spending accounts, long-term disability, life insurance, employee assistance program, and various voluntary benefits through Colonial to approximately 4,000 benefits-eligible employees and approximately 4,000 benefits-eligible retirees and became self-insured for medical and remains fully insured for all other lines of coverage.
- Track medical and dental claims experience using claims reports provided by the vendors
- Provide monthly reporting which includes an analysis of claims, administrative costs and funding
Estimates
- Develop rate equivalents for each of the three medical plans for active and retiree populations, both separately for each plan and on a composite basis, as well as on a blended and unblended basis
- Analyze renewal findings and recommend changes to improve plan efficiency and pricing - Wellness and Disease Management program development.
- Analyze and make recommendations regarding reserve and stop-loss funding
- actuarial and underwriting capabilities and guidance - medical and clinical review capabilities and guidance
- Advise on best practices, industry trends and municipal/government/other relevant employer
Benchmarks
- Assist the City with an annual strategic review of its benefits plans, identify strategies, goals and
objectives addressing the need to provide quality, cost effective benefits to city employees, retirees
and dependents
- monthly billing that includes detailed accounting of hours worked by project and area, including consulting, technical/clerical and executive level consulting, and transparent accounting of
commissions received and applied.
(2) A pre-proposal conference will be held on October 2, 2019.
[C] Eligibility:
- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
