[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide consultant for group health benefits study to conduct a comprehensive analysis, provide recommendations and develop a procedure for implementation of a cost-effective group health insurance plan design to the dynamics of the Trust’s current and future employee and retiree population to the government authority located in Flagstaff, AZ.
- Peer class comparative analysis of the costs and benefits of the Trust’s Plan, as it now exists, utilizing a methodology that the Trust could reasonably implement for ongoing self-evaluations of its plan; an evaluation of the effectiveness and cost efficiency of the administrative structure currently in place for the plan; and recommendations for alternate competitive plan designs; an analysis of Trust structure, including subcommittee, contract and time structure, and ROI for health clinic (Vera) with and evaluation comparing against other employer health clinics (off-site),
- Review current plans and funding arrangements utilized by the Trust, including types and levels of benefits and compare them to alternatives available to the Trust,
- Provide a comparison of the level of the Trust’s benefits in relation to municipal and private sector peer groups within its region, and suggest changes to effect a closer alignment between the Trust’s benefits and those offered by its peers,
- Provide a comparison to other local Trust government plans with respect to overall benefits / costs,
- Determine duplicate or overlapping benefits that could be either eliminated or adjusted to improve the financial effectiveness of the existing plans,
- Identify and compare alternative funding arrangements and their implications for the Trust with regard to total cost, Trust cost, employee cost, administration and future trends,
- Identify and compare alternative plan designs and their implications to the Trust with regard to total cost, Trust cost, employee cost, administration and future trends,
- These plan designs should include, but are not limited to, Health Savings Accounts, Medical Reimbursement Accounts, Cafeteria Plans, Prescription Drug Management plans carved out of the health package and employee wellness programs, third party benefits consulting firms, and financial overseer,
- Provide written timeline and plan for implementation that identifies designated responsibilities and strategies for the communication of benefit changes to employees and retirees,
- Provide written plan for ongoing periodic self-review of plan design, funding and administration,
- Provide written plan for provision of follow-up services,
- Provide written timeline for completion of project.
(2) A pre-proposal conference will be held on February 12, 2020.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
