[A] Budget: Looking for Proposal
[B] Scope of Service:
Vendor needs to provide bank services to the government authority located in Maricopa, AZ.
- The Treasurer will deposit cash and checks with the bank daily. The deposits represent
tax payments or revenues to the County and/or any of its political subdivisions.
Additionally, the Treasurer will deposit with the bank large United States Treasury, State
of Arizona, or taxpayer checks immediately upon receipt to expedite the use of the funds
the next day. This may result in more than one deposit per day. The Treasurer may
deposit large dollar checks with special handling procedures to assure these are
“collected funds” as expeditiously as possible. The Treasurer also receives large
payments electronically that require detailed payment information for processing. General
volume information regarding the Treasurer’s account is as follows: - Amount of Annual Deposits: Approx. $10 Billion
- Number of Annual High-Speed Warrants Processed: Approx. 480,000
- Number of Annual Low Speed Warrants Processed: Approx. 4,600 - Number of Annual Checks Processed: Approx. 20,000
- Costs to the County for banking services are subject to the requirements of A.R.S. In the
event that the contract differs from the applicable statutes, the statutes shall prevail.
- BANKING ACCOUNTS: - The Treasurer currently administers multiple accounts in addition to the main servicing bank account. The servicing bank shall provide the Treasurer a block of accounts assigned to Maricopa County to facilitate new account openings. The servicing bank shall provide an earnings credit based on all collected account balances. Maricopa County currently utilizes compensating balances to pay for the majority of its services. Please indicate in your proposal how earnings credits are calculated. Any unused credits shall carry forward to future months within an established Maricopa County Treasurer’s Office (MCTO)/Servicing Bank analysis billing cycle. If hard dollar charges are issued in any application, those charges must be identified The Treasurer’s office will verify bank charges. Any discrepancies will be resolved with the bank before submitting payment. Once a payment has been received by the bank, no adjustments to the invoiced amount shall be made unless agreed upon by both parties.
- Overdrafts: - Warrant clearing accounts will have an anticipated negative balance as a result of the one business day delay on the bank accepting the warrant and the Treasurer reimbursing the bank. No other fees, offsets, calculations, or charges will be imposed on these negative balances.
- Bank Balance Information: - The bank must provide a system, accessible by a secure online connection, which shall include access to all of the Treasurer’s account information residing at the bank. This includes internal accounts of which the Treasurer is a signer and external accounts for which the Treasurer, Department of Finance, and other County departments require read-only access.
- Bank balances shall be available by 5:00 a.m. of each business day via the electronic data system.
- The Treasurer shall have the ability to transfer funds electronically between all of its internal accounts.
- The bank shall provide online access to account information including balance reports with debit and credit totals, and account statements with descriptions of the items on such statements (e.g., daily statements)
- Monthly Statements: - An electronic monthly statement shall be prepared by calendar month and will be required to be submitted to the Treasurer or designee by the fifth business day of the following month for all internal Treasurer accounts. External accounts shall receive their own monthly statement separately. The Treasurer shall identify the internal Treasurer account list for proper invoicing.
