[B] Scope of Service:
(1) Vendor needs to provide learning management, performance management and new employee onboarding systems.
1. Learning management systems need to include an intuitive and accessible interface that enables users to interact with the system easily, while also providing users all the necessary basic functions along with the ability to integrate third-party programs, when needed.
- The digital learning environment should create an easy-to-use environment for employee development and a real-time, updated dashboard, tracking, notification, and reporting system for supervisors that provides open-access to workplace learning for our employees at their site, on mobile devices and at home 24/7.
2. Performance management system that can provide a comprehensive and easy to use solution that will aid all city departments in managing the city’s employee performance evaluation processes.
- PMS must provide tools that create consistency and ease of use in assess, assign, manage, track and reporting on all the components of the city’s performance evaluation process.
3. New employee onboarding system to create a standard and efficient way to onboard employees in digital manner.
- NEOS will provide a constant and dynamic point of contact for all new employees to be able to refer to as consistent source of messaging related to organizational culture, benefit information, deadlines, policy review, job expectations, etc.
- The City desires the NEOS too serve as a platform to follow employees along throughout their probationary periods, soliciting feedback, bridging any gaps between their roles and the expectations of their job.
(2) All questions must be submitted no later than February 11, 2019.
(3) A pre-proposal conference will be held on February 11, 2019.
(4) Contract term will be five years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
