[B] Scope of Service:
(1) Vendor needs to provide survey services utilizing real time mobile device technology to measure community sentiment for police services, develop and implement a real-time and continuous community survey program that utilizes mobile device technology to achieve a higher and more representative response rate for feedback on city police services to the government authority located in Tempe, AZ.
- Specific services include analyse and be familiar with historical community feedback surveys that have been conducted over the past few years (typically accomplished through phone calls with residents) as they relate to city police services, work with police leadership to establish a survey instrument that effectively solicits feedback through targeted questions to specifically gauge both resident and visitors on perceptions of trust, safety and satisfaction with city police services – and the ability to understand neighbourhood-level variations across these key aspects of community sentiment ability to obtain comparable metrics of community sentiment that can be benchmarked against peer cities across the united states, conduct surveys at least monthly and utilize the results to establish a longitudinal analysis, develop methodologies to seek input via smart-phone technology using on-line advertising space that will appear on apps, websites, and platforms to maximize responses, supplement smart-phone technology surveys with traditional survey methodology when necessary to ensure representativeness of response, utilize geo-fencing strategies to target smart phones in the city area as well as be capable of tightening the geographic area to specific patrol zones and block level within city, utilize digital marketing strategies to ensure surveys are distributed representatively across the community with emphasis to receiving feedback from traditionally underrepresented groups including people of color, younger people, and lower-income residents, surveys shall be formatted to allow them to appear on whatever language the smart phone is set to display, survey results shall be tabulated and analysed to create a monthly report that provides information in a clear and intuitive manner, ability to conduct additional surveys “as needed” in real time following significant incidents or other times as requested by the police department, develop and maintain a custom web-based platform where the monthly survey results will appear and display the information in a format that can be further analysed and researched by police staff, provide a flat file that contains the data results for each monthly survey, so police staff can provide their own analysis and evaluation, company agrees that the data collected will not be shared with any party except the tempe police department, company will not disclose the name of any person surveyed.
